PAGCOR Orders B2B Gaming Suppliers to Register or Be Shut Down

The Philippine Amusement and Gaming Corporation (PAGCOR) has ordered all third-party B2B gaming suppliers operating in the Philippines to complete formal accreditation by July 31, 2026. A provider that fails to meet the deadline will have its systems, platforms and games decommissioned from August 1.
The directive was signed on May 21 by Jessa Mariz R. Fernandez, Officer-in-Charge of PAGCOR’s Electronic Gaming Licensing Department (EGLD). It was published on the PAGCOR website on May 26.
Providers that submitted accreditation applications by May 31 can continue operating on an interim basis while PAGCOR reviews their submissions. Those who missed the May 31 window face an immediate ban from servicing any PAGCOR-licensed gaming system administrator (GSA).
Which Suppliers Are Covered
Completing accreditation requires four steps: paying a non-refundable application fee, submitting documentary requirements including a probity check report, passing an ocular inspection and system testing, and posting a performance cash deposit.
The requirement applies to any third-party entity providing services to licensed GSAs. PAGCOR defines that category broadly to include content studios, technical providers, and payment processors that operate behind the consumer-facing product. PAGCOR has confirmed four categories fall under the directive:
- Electronic gaming system providers
- Online gaming platform suppliers
- Gaming equipment manufacturers
- Support service providers, including payment processors and KYC solution providers
Non-compliance carries specific consequences. From August 1, PAGCOR will decommission electronic gaming systems, online gaming platforms, gaming equipment and games supplied by unaccredited entities. That means their products will be removed entirely from regulated Philippine platforms.
Licensed Operators Are Also on the Hook
The directive extends accountability beyond the B2B suppliers themselves. GSAs that continue using services from non-accredited providers after the deadline will face their own regulatory sanctions — creating bilateral pressure that is already accelerating industry uptake.

With GSAs exposed to penalties for working with non-compliant vendors, the commercial incentive to push suppliers toward registration has become direct. Industry observers expect compliance rates to continue rising through the July 31 deadline.
PAGCOR’s Broader 2026 Regulatory Push
The B2B accreditation drive is one element of a wider PAGCOR regulatory agenda for 2026. The regulator has also introduced mandatory accreditation for data streaming providers, minimum guaranteed fees for operators, and caps on player rebates and cashbacks — measures designed to bring every layer of the domestic iGaming ecosystem under direct oversight.
The push intensified after the Philippines ended its Philippine Offshore Gaming Operator (POGO) program in 2024. With offshore operators removed from the market, PAGCOR has focused inward — tightening its grip on the domestic supply chain tier by tier.
For players at online casinos in the Philippines, the most visible effect will likely emerge by August: a leaner set of payment options and game catalogs, shaped by whichever B2B providers clear accreditation.
Players who favor online slots in the Philippines may see specific titles disappear from regulated platforms if their content suppliers fail to register in time.
PAGCOR has made clear that the August 1 date is firm. Based on current industry activity, the compliance window is short — and the regulator has signaled it intends to enforce.
