PAGCOR Aims for December Launch of Licensed-Site Checker App

The Philippine Amusement and Gaming Corporation (PAGCOR) wants its license-checking app in players’ hands by December 2026. The regulator set that target in a statement released on October 19, 2026, naming the company lined up to build it.
Behind the date is an October 8 vote by PAGCOR’s board, which cleared the app to be built and rolled out. The board also backed a proposed deal under which Development Bank of the Philippines Data Center, Inc. (DCI) would create and operate it.
The Board’s October 8 Decision and Its Conditions
That vote gives the project a named builder and a timetable, a step forward for players looking for licensed Philippine online casinos. DCI is to handle the build, hosting, day-to-day running, upkeep and technical support, and PAGCOR will not pay for the work.
PAGCOR’s statement sets out the conditions DCI has to meet:
- Before any full rollout, DCI has to show PAGCOR a working proof of concept of a basic first version
- A six-month review follows, covering the planned functions, technical design, security and whether the project is workable
- If DCI leaves flagged problems unresolved for too long, PAGCOR can cancel the arrangement
- Data handling must meet Philippine privacy and cybersecurity law, including the Data Privacy Act of 2012
- The deal lasts five years, with renewal possible if both sides agree in writing
PAGCOR Chairman and CEO Alejandro H. Tengco presented the app as a way for players to separate PAGCOR-licensed sites from illegal ones.
“This platform will give players a reliable way to verify which online gaming platforms are licensed by PAGCOR. We want the public to make informed choices and avoid falling prey to illegal operators.”
A December Target With a Six-Month Review Attached
The plan dates back to a House budget hearing on August 24, 2026, where PAGCOR first announced the app without a launch month or a developer. It now has a target month and a proposed developer, but the timeline leaves one point open.
A six-month review cannot finish by December, even if it began today. PAGCOR has not said whether players will get that basic first version in December or a finished app once the review ends.
A license check matters most when money has to come out. Players weighing fast withdrawal casinos in the Philippines can already check an operator’s license on PAGCOR Guarantee, the regulator’s verification site since 2025. The app builds on it, so its value depends on an up-to-date license list.
A Regulator Moving Out of the Casino Business
The app arrives as PAGCOR prepares to give up its second role as a casino operator. It currently owns and runs 12 casinos and shares gaming revenue with private partners at 23 more, 35 venues in all.
Tengco said in October that the Governance Commission for Government-Owned or Controlled Corporations (GCG) should send its recommendation on the split to President Ferdinand Marcos Jr. this month. PAGCOR’s target for leaving casino operations is the second half of 2027.
Privatization would leave PAGCOR free to act purely as a regulator, settling long-standing questions about one body both running casinos and licensing them. A public license checker fits squarely within that narrower role.
The next steps fall close together. The GCG recommendation is due first, DCI’s proof of concept comes next, and December will show whether the target holds.
