Ukraine Casino Bill Passes its First Reading

The Ukranian parliament passed the first reading of the country’s Casino Bill, which included Sports Betting. This is a monumental step for the Eastern European country with one of the most stringent anti-gambling rules in the world.

The Bill was only required a simple majority to proceed to the next reading. 260 of the 450 unicameral parliamentarians voted in favor of passing the bill to the next stage. The bill seeks to legalize land-based casinos, Online gambling, and sports betting in five start hotels only. The license would be issued based on the size of the casino. Small casinos (200-250) rooms would pay UAH41.7 million ($1.72 million), while those with more than 250 rooms will pay $2.6M for licenses.

Also, the increased tax revenues generated will provide much-needed funds to support culture, medicine, and sports in Ukraine.”

What’s In For The Ukrainian Economy?

If the bill is ratified into law, it will facilitate the creation of as many as 20 hotel-casinos as well as 10 licensed internets platforms. Casinos will be monitored by a particular department set by the government, and the gambling age is set at 21.

The move was backed up by IMF’s managing director Kristilina Georgieva terming it as impressive progress on President Zelensky’s government. She recommended the President “for the impressive progress that he and his government have made in the past few months in advancing reforms and continuing with sound economic policies.” Ukraine is expected to mint more than $200 million annual taxes and licensing fees if the bill proceeds to become law.
